Local Government Climate Action in Metropolitan Melbourne: Two Special Events Thursday 3rd May 2018

Victorian local government sustainability managers and officers are invited to two special workshops on Thursday 3rd May.

The first is Local Government Climate Action in Metro Melbourne (9:30am-12:00pm) and the second is An Introduction to GPC Accounting for Local Governments (1:30pm-3pm). Lunch will be held in between and all Victorian councils are invited. It is free to attend both workshops.

Both workshops will be held at Level 10, 225 Bourke Street Melbourne.

ICLEI Oceania and Ironbark Sustainability are working with Sustainability Victoria (SV) to ensure Melbourne metropolitan councils are well informed and supported to encourage participation in TAKE2 and other aligned climate initiatives. The workshop will be facilitated by Ironbark Sustainability and involve discussion around key topics including:

  • Background to TAKE2
  • What councils need to do as a part of TAKE2
  • Corporate and community inventories and profiles
  • Measuring and reporting corporate emissions reductions actions
  • Measuring and reporting community emissions reductions actions
  • Setting emissions reduction targets
  • Science-derived targets
  • Strategic climate action plans
  • Alignment with other programs and processes
  • Tools, protocols and guidelines
  • The future of TAKE2 and your role

An Introduction to GPC Accounting for Local Governments

You are invited to a special workshop for metropolitan council sustainability managers and officers as a part of The Local Government Climate Change Professional Development Program. Colleagues with responsibility for energy, transport, procurement, health and strategic planning connections relevant to climate change and resilience are also welcome.

This program aims to build capacity for local government officers in metropolitan Melbourne to develop municipality-wide carbon inventories using the GPC standard for community emissions - supported by City Of Melbourne, C40 ICLEI and Resilient Melbourne. It will increase the carbon accounting capability of the local government sector in order to support the objectives of the Paris Climate Agreement. 

This Introduction to GPC Accounting for Local Governments will focus on understanding the fundamentals of the Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories (GPC). The workshop will describe the context for the Melbourne Metropolitan project, its relationship with the Paris Agreement, Global Covenant of Mayors and other local reporting, measurement and State based approaches.

Facilitated by Ironbark Sustainability and ICLEI Oceania this introductory workshop will provide:

  • A functional view of a GPC inventory: what GPC means; the boundaries; the development of the protocol; the sectors; emissions sources; scopes; notation keys; methods for calculation etc.
  • A conceptual context of a GPC inventory: Why a GPC inventory is important; why we’re developing a GPC inventory; how to use a GPC inventory; how not to use a GPC inventory; how to compare or aggregate a GPC inventory across councils or regions; tracking interventions or actions; how to interpret the results; how to scope any proposal for future consultants to undertake further work etc.

Background

C40 has engaged ICLEI Oceania and Ironbark Sustainability to develop a metropolitan greenhouse gas emissions inventory that will also support and inform individual local government inventory development. All inventories will be developed based on the Global Protocol for Community-Scale Greenhouse Gas Emissions Inventories (GPC).

As a part of this project, a series of workshops will be held to build up the capacity of Victorian metropolitan councils to develop individual local government GPC inventories and inform a region wide metropolitan GPC inventory. This is the first of three targeted workshops.

The City of Melbourne is one of the eight cities to take part in C40’s Climate Action Planning Pilot Programme and is currently updating its Zero Net Emissions Strategy in line with the objectives of the Paris Climate Agreement. The City of Melbourne is also collaborating with the State Government and local governments across metropolitan Melbourne (directly or through service providers) to build leadership commitment, capability and capacity to develop Paris-aligned climate action plans across the region.

Alignment of the Workshops

These two workshops are part of separate projects.

For the first workshop, Local Government Climate Action in Metro Melbourne, ICLEI Oceania and Ironbark Sustainability are working with Sustainability Victoria (SV) to ensure Melbourne metropolitan councils are well informed and supported to encourage participation in TAKE2 and other aligned climate initiatives. This workshop is much broader in scope and will include topics around TAKE2; measuring and reporting corporate and community emissions reductions actions; setting targets; developing climate action strategies and more.

For the second workshop, An Introduction to GPC Accounting for Local Governments, ICLEI and Ironbark have been engaged by the C40 Cities Climate Leadership Group and the City of Melbourne to develop a metropolitan-wide Melbourne community greenhouse gas emissions inventory and a series of workshops. This introductory workshop will focus on understanding the fundamentals of GPC reporting.

While these are separate projects, there are clear alignments and the invite list is the same. We are working together with all parties – SV, C40, City of Melbourne, ICLEI, Ironbark – to reduce the administration and travel burden on invitees by holding the workshops on the same day at the same location. You may attend one or both.
