Light Years Ahead: The Gold Standard for NSW LED Projects

October 2017

Ironbark Sustainability assisted WSROC to deliver the Light Years Ahead program which is now award winning, having taken the Green Globe under the category of Resource Efficiency in this year’s NSW State Government’s awards for sustainability. The program demonstrates a gold standard approach for planning and implementation, as well as ticking all the boxes in terms of demonstrating the financial, social and environmental benefits of bulk street lighting changeover projects. Recently, WSROC and Ironbark have worked together again to organise a successful forum where DNSP and other stakeholders discussed street lighting (of course) and a variety of other topics, both at the council and regional level.

Light Years Ahead: The Gold Standard for NSW LED Projects

Western Sydney Regional Organisation of Councils (WSROC) and Ironbark co-ordinated and managed the Light Years Ahead (LYA) project, the largest LED street light replacement project in NSW, replacing close to 15,000 mercury vapour lights across nine municipalities. It came to an end in May 2016 with great outcomes for partner councils and their communities, with valuable lessons learnt. Not only did it demonstrate a gold standard approach for planning and implementation, it ticked all the boxes in terms of demonstrating the financial, social and environmental benefits of bulk street lighting changeover projects. Councils in other areas where there haven’t been any accelerated roll-outs of LEDs are watching on with increasing frustration as LYA demonstrates the great heights that can be achieved when key stakeholders work together. We keep saying it because it is true! Every single successful project in Australia has been the result of cooperative dialogue and relationships at all levels; among councils, councils and DNSPs, and other key stakeholders. It’s so important that we maintain these mutually beneficial relationships and continue to discuss matters openly and collaborate, to make it easier to tackle other challenges in the future.

The Value of Working on Relationships

It is for this reason that Ironbark has been assisting councils in negotiating with DNSP Endeavour Energy. It has been great to work again with WSROC on providing a platform for councils to engage with Endeavour Energy collectively as a region. Since the first public lighting forum held by Endeavour Energy and WSROC councils in 2016, WSROC and Ironbark have since held the subsequent forum in September 2017. This forum saw a great turnout from important stakeholders. Importantly, this provided an ideal opportunity for Endeavour Energy to present their "Directions Paper for Consultation" covering plans for Western Sydney in the coming years. This sparked a dynamic discussion on a whole variety of other topics both at the council and regional level. In response, WSROC and Ironbark drafted and consolidated a regional submission to voice WSROC councils’ concerns on a range of issues which included urban heat, street lighting, vegetation management, and other important topics. All in all, it was a successful forum in that both councils and the DNSP saw great value in holding regular quarterly forums in the future and agreed that it would be very useful to expand the agenda to include a broader range of topics outside of street lighting.

Light Years Ahead Wins Green Globe!

Proof of Light Years Ahead standing as the gold standard for LED street lighting changeovers in NSW, the project won a Green Globe under the category of Resource Efficiency. The Green Globes is NSW State Government’s awards for sustainability recognising leadership and innovation. The winners were announced by the Hon Gabrielle Upton, Minister for the Environment, Local Government and Heritage at a gala event at the Art Gallery of NSW on 19 October 2017. Congratulations to WSROC and to all the councils involved!
